Government Signs Maintenance Contract for Landfill Print E-mail

The government recently signed a maintenance contract for the landfill, with local contractor Zulian Construction. Zulian Construction was awarded the contract after having submitted a bid based on the requirements outlined in an Information meeting in April of this year.  Having ongoing maintenance on site plan is a core part of government’s Waste Management Plan which aims to eliminate burning at the landfill and also keep the volume of waste to a minimum.

With the new contract, there will significant changes in the way persons access the dump.  From Monday to Friday persons that need to transport waste to the dump can do so from 7:30am to 3:30pm and from Saturday from 7:00am until 1:00pm. After the landfill is closed, there will be no access to the dump and this will be controlled by gated access. There will be a sign posted at the gate indicating the opening hours which will be strictly adhered to.

In addition, there will be containers for different streams of waste, such as tires, metal and batteries which will be stored for shipping off island on a regular basis. There will also be designated areas for storing material such as glass, oil and unpainted wood.  For efficient management and control the contract calls for the contractor to provide a site manager which will be on premises during opening hours, to monitor traffic entering the dump, to ensure that waste is dumped in the designated areas and to report improper dumping practices to the relevant authorities. The site manager will be stationed in an office on-site to be built by the contractor. Drivers of vehicles transporting waste must report to the site manager on entering the landfill.

The contract also calls for the contractor to organize shipping of the containerized waste to St. Maarten to Bakker Recycling with whom government recently signed a contract. Metal must be properly compacted prior to shipping to reduce volume.  Other waste which is to be buried at the site is to be covered twice weekly with fly poison being set when necessary.  Commissioner Bruce Zagers said that he is pleased to see the project reach this far. “It will take a while for people to get used to the new procedures which will start in October; however, these steps must be taken to improve our waste management. These steps will lead to a cleaner environment that will be beneficial especially for the residents of the Bottom and St. Johns.”

 
Saba Commissioners on working trip to Statia and Miami Print E-mail

Commissioners Bruce Zagers and Chris Johnson travelled to Statia on Friday to meet with the Executive Council on that island to discuss issues related to Healthcare Insurance and GEBE. Because both islands are experiencing similar problems on both issues, the commissioners felt that it was necessary for both Executive Councils to forge a common bond in future negotiations.

In regards to GEBE, the Executive Councils discussed a proposal by the Executive Council of St. Eustatius.

For Healthcare, it was decided that both Island and Executive, Councils would meet at some point next week to work on a proposal because it is “time to bring it to a political level as the progress needed to improve the level and quality of the service is not being seen.”

The commissioners were scheduled to return to the Saba on Saturday, however they were unable to, due to the passing of Tropical Storm Irene which would have made it unable for them to make their trip to Miami.

The commissioners scheduled to fly to Miami to sign an agreement with vendors related to the submarine cable that will be laid from St. Maarten to Saba and Miami. The submarine cable is an important part of the development of the islands infrastructure and will provide significant benefits to the island, when it is laid in the near future. Travel arrangements for the trip to Miami are being taken care of by the RCN.

 
Cobble Stone Road to be given a facelift. Print E-mail

 THE BOTTOM/SABA- The Executive Council of the Public Entity of Saba signed an agreement with contractor Henk Wolff to repave the Cobble Stone Road in front of the Sacred Heart Catholic Church in The Bottom.

This facelift will be a welcome relief to motorists, especially those who have to use the hospital and residents that live in the Gap as the road is the only means of getting to that area. The road is unique because it is made of face rock; similar to the walls that line the streets of the island, and it is the last road of its kind on the island. For many years, it has been gradually eroded because of the water flows whenever there is significant rainfall and has some large potholes and has become very uneven and bumpy. However government was unable to find a cost effective solution, while still maintaining the historical value of the road.

Recently the Executive Council approached Henk Wolff, who restored the former Antique Inn, to use his services in improving the aesthetic appearance and still keep the historical façade.

The project will entail the placing of shoulders on both sides of the road, this part of the work will be carried out by the Department of Public Works. The contractor will then use face rocks cut from Saba rocks which will set concrete that will become the road surface.

The project is being funded through the budget of the Public Entity of Saba and the Island Enhancement Fund. It will be managed by the planning bureau and it is expected to be completed by October 31st of this year.

The Executive Council in statement said that the facelift is part of the continuing effort to improve the infrastructure of the island, and this time also keeping the historical charm of the island.
